Where are the Police when we need them...
Local Councillors have warned that "years of good work will go down the drain if the Police do not respond to renewed problems on Kidderminster's Offmore and Comberton Estates".
 
In a joint statement today the local Liberal Councillors Siri Hayward, Mike Oborski and Fran Oborski say "Enormous progress has been made over the last few years in tackling anti-social behavior and crime in the area. That has been achieved by remarkable and outstanding co-operation by Police and community. Together everyone has worked wonders. We have slashed crime and delivered super facilities for young people."
 
"Now, over the last few weeks we have had a gang of up to thirty youths boozing, vandalising and lighting bonfires on Borrington Park."
 
"Where are the Police? What are they playing at? We need Police action now!"
 
"If we are going to build on what has already been achieved then we need continued Police support at points of crisis. We need that support now."
 
The three Councillors also said that "a drinking ban on Borrington Park is now a matter of urgency and must be taken on board immediately by Police and Council."

Fury at lack of Police response...
A Kidderminster County Councillor is so furious at local Police failure to respond to her phone calls and letters that she has written to the Home Secretary, local M.P. Richard Taylor and West Mercia Constabulary's Chief Constable,
 
Cllr Fran Oborski said today "I am absolutely seething! You try to do things properly. You try to work with the Police. They just ignore you. At the end of the day nothing has happened, they haven't even had the decency to reply to phone calls and letters and you are left wondering why you bothered and what senior Police Officers think they are there for!"
 
Cllr Mrs Oborski's unanswered letter of the 7th October to Kidderminster's local Acting Superintendent reads:-
Several weeks ago at the Stourport launch of the local Policing Initiative we discusses problems arising in Farfield, Kidderminster where the "Access Only" order is being regularly breached particularly by taxis using it as a shortcut and by commuters using the street as a free car park for Kidderminster Station. We agreed that the public perception that the Police are unwilling to enforce the "Access Only" order is impacting extremely negatively on resident confidence in the local Beat Manager and Officers.
You assured me that these matters would be addressed and we discussed the possibility of some "intense" Police action early in the morning on two or three days to deter and if necessary "book" offending motorists.
I was very disappointed to read the subsequent comment from PC Fearnell in The Shuttle to the effect that as the Police had not supported the introduction of the "Access Only" order they could hardly be expected to enforce it. As you can imagine this has further angered residents.
In the last three weeks I have phoned your office on more than ten occasions asking you to call me on my mobile phone. To date I have received no response. We have had to inform residents accordingly. I feel it is extremely important that we do discuss the situation before local residents take matters into their own hands. Please phone me as soon as possible. If I am in a meeting I will return your call as soon as I can.
Cllr Mrs Oborski said "going public on the lack of response and referring it to the Home Secretary, local M.P. and Chief Constable is for me an act of desperation. Over recent years we have had very good relations with and cooperation from the local Police. Now that seems to be falling apart. My message to the Police is quite simple. Where are you?"

W H Smith....

Over the years I must have spent a fortune in W H Smith in Kidderminster. So the changes affect me along with many other local shoppers. Here's my view so far...

The new book shop is OK but it lacks any sort of "Wow" factor. It's a sort of conventional mini-Waterstones sort of styling. The 26 stairs to the upstairs floor don't really help. Having a proper bookshop again in Kidderminster is however basically extremely welcome.

The re-designed Vicar Street shop is a different matter. When I was down there on Saturday it was a shop of two parts.  The front third was crammed with people buying papers and magazines. The back two-thirds, where they seem to have gone into competition with Partners and Staples, was almost empty. The DVD section didn't seem to have much more to offer and the CD section has shronk to the extent of becoming pointless. 

It will be intersting to see how they do.

Anti-Social Behaviour in Greenhill?

Just what exactly is going on here?...

An angry Kidderminster Councillor is demanding an investigation into soaring reports of Anti-Social Behaviour from Community Housing tenants in the area covered by the town’s Greenhill Tenant Consultative Committee.

Liberal Councillor Graham Ballinger said "This weeks meeting of the TCC was presented with the most extraordinary graph showing reports of anti-social behaviour in the area going through the roof at the most alarming rate!"

"Over the last couple of years the number of reports per 100 Community Housing homes across the year has been running at about 3, 4, or 5 complaints every month and, indeed, across the District as a whole that is still the case."

"In the Greenhill TCC area the figures were running, with the odd hiccough, at about that average until May this year when they started to soar through the roof hitting a staggering 40 complaints per 100 Community Housing properties in this area in September this year!"

Cllr Ballinger said "At the TCC Meeting this week nobody could explain the appalling increase! There was nobody there from the Company’s Anti-Social Behaviour Unit and on top of that, as all too often happens, there was no-one there from the Police."

"It is all very well to put these alarming figures on the table but what is the point if there is no-one there to explain what has happened? Is there really such a dreadful increase in anti-social behaviour or is there some other explanation? We need to be told and we need to be told now."

"How can Councillors respond to the situation if we are not given the full facts?"

"The Tenant Consultative Committee are suppose to be a key forum for tenants to express their views on critical local issues. How can they do that if there is no-one there to explain how and where these appalling statistics have emerged!"

Cllr Ballinger is calling for "an urgent investigation and explanation and for appropriate action in response to tackle any problem".

The Greenhill Tenant Consultative Committee area covers Community Housing properties in the George Street / Charles Street / St George’s Court and Baxter Gardens areas.

A bridge too far?

We were promised that new street markings in the area of Kidderminster's Offmore Road railway bridge would be in place by the end of September. The 'outgoing' County contractors were to get the job done before they finished. It hasn't happened. We are now told that the 'incoming' new County contractors will complete the work by the end of Octobers.

County Officers are extremely apologetic about the delay. We just want to see the work completed. Any further delay would be totally unacceptable. Local residents deserve better.

Out of touch County Council would attract MORE match day parking to Chester Road South...

Everybody knows that match day parking by away fans on Chester Road South and adjacent residential roads is a complete and total nightmare. Everybody that is except the County Council!

They have come up with a bright idea to improve local sign posting for pedestrians and coaches heading to Aggborough. They aim at "reducing lost mileage for visitors and also increasing pedestrian traffic by highlighting where many of the alleys lead to in the Aggborough area". Most of their proposals are perfectly sensible or at least harmless - even though the refusal of the Highways Agency to play ball on the A449 and A456 leaves the plan rather holed below the waterline!

However the County want to put a sign on Chester Road South (between 116 and the garage) saying "Aggborough (via footbridge) 300 yards" and pointing accordingly. The locals know that the footbridge is there. All the sign would do is alert more visiting fans to the short cut thus potentially increasing match day parking on Chester Road South and neighbouring roads!

We have written to locals asking for their views by 19th October. If YOU want to comment then please get in touch.

Speaking to County Officers today I'm hopeful that they will listen if there is, as I suspect, strong opposition from local residents. However, that doesn't get round the point that if the County officers understood the area they simply wouldn't have come up with such am emminently unacceptable proposal!

Farfield - a matter of concern...

The parking situation in Farfield is a real matter of major concern for local residents. On 7th October Fran wrote to Acting Superitendent Dave Jones. The contants are self explanatory. We would like a reply!

`Be wary' of making school choices

County's decision on catchment areas will not be made for months

PARENTS of children at the four closing Wyre Forest first schools who are due to start year five in September 2006, have until next month to tell education chiefs where they want them educated.

They can either move to another first school which will become a primary school, or - if there are enough - it is likely they will be able to carry on at their existing schools for the next two years prior to going to high school at the age of 11.

But a decision on the catchment areas for the new primary and secondary schools will not be made by the county council until next May or June after a period of consultation.

And it has not yet been decided whether the Church of England primary schools will feed the newly designated Wolverley CE High School or whether catchment areas will be purely geographical.

Liberal county councillor, Fran Oborski, warned parents to be careful when opting for primary education for their children moving into year five next September.

"You may have a situation where, for example, a parent opts to send their child from Lea Street to St George's CE Primary, thinking they will be in the pyramid for King Charles and then find the school is the feeder for Wolverley," said Mrs Oborski.

She added: "The issue of travel and accessibility could be a major one and this could have a major impact on some parents."

County policy officer for schools, Alison Cartwright, said parents of the current year four at the closing first schools - Lea Street, St Barnabas, Stone and Areley Common - had been asked to return forms by Friday, November 4 stating their preferences.

"We have said to all the schools going through the transition that if they keep the children into year five and six they will get the normal formula funding.

"If they feel they have particular difficulties in class organisation and staffing, then they can come back to us to discuss those difficulties and any additional funding requirements."

She added that the Worcester Diocesan Board of Education would be consulted on the catchment areas along with the schools, the communties and the parents, but she could not comment on the likely outcome. The county council cabinet will make the final decision.

Phew!
 
Kidderminster Liberal Councillor Mike Oborski has more reason than most to celebrate Hollands 2:0 soccer victory in Prague.
 
The Dutch victory means that both England and Poland will qualify for the Wold Cup Finals regardless of the outcome of Wednesday's England - Poland match at Old Trafford.
 
Cllr Oborski who is also Consul of the Republic of Poland for the West Midlands and holds both British and Polish passports said today "Had the England - Poland match been crucial for the fate of either or both countries in the competition I was going to go into hiding! As it is the Dutch victory well and truly lets me off the hook."
 
Cllr Oborski admits that he will now openly be sporting a white and red Poland scarf on Wednesday!

Liberals back Lib-Dem Candidate...

Kidderminster Liberals are backing the Liberal Democrat Candidate in the forthcoming Wyre Forest District Council’s Kidderminster’s Aggborough and Spennells Ward.

There are two separate Liberal  based groups on Wyre Forest District Council – the 8 strong Liberal Group and the 2 strong Liberal Democrats.

The Liberal Democrats are led by Charles Kennedy M.P.. The Liberals are those who did not accept the merger of the old Liberal and Social Democrat Parties.

This is the first time since their 1996 local split that the Liberals have endorsed a Liberal-Democrat Candidate.

Liberal Councillor Graham Ballinger who lives in the Aggborough-Spennells By-Election Ward  told us “this election is about electing the best possible Councillor for our area. That is why I am urging everyone to vote for the Liberal Democrat Candidate Sam Walker. She is hard working, effective, caring and she knows how to turn caring into action. Sam will be a superb Councillor. I’ll be voting for Sam and I hope you will!”

The Liberal Group Leader on Wyre Forest District  Council  Cllr Mike Oborski – who is himself on chemotherapy following major cancer surgery - will be out on the doorstep tomorrow . campaigning for Samantha Walker. 

Cllr Oborski explained “It is dead simple. Sam is the best Candidate. She is the right Candidate. I hope that everyone will vote for her.”

Work on school routes welcome...
Local Liberal County Councillor Mike Oborski has welcomed the news that The Safer Routes to Schools work for Comberton First and Middle Schools is due to start next week.
 
Cllr Oborski, who is a Governor of both schools, said "this is a big step forward in making the school journey as safe as possibler" 

The scheme consists of a new pelican crossing on Comberton Road located between the Borrington Road junction and the end of Comberton Park Road.
 
The scheme also includes the realignment of the junction mouth to Barnetts Lane to improve crossing visibility and the provision of bollards and dropped kerbs to the junctions of Chaddesley Road and Somerleyton Avenue to prevent vehicles mounting the footway.
 
Cllr Oborski said "the improvements at the Chaddesley Road and Somerleyton Avenue junction with Comberton Road were particularly important as there had been some mind bogglingly dangerous incidents with motorists cutting right across the pavement."

The work, which will cost around £80,00, will begin the week commencing 10th October, lasting approximately eight weeks.

"Children's Villages Clothing Collection"...

Have you had a leaflet from them? We have. No Registered Charity Number and no contact details. I looked them up on Google and lo and behold stumbled straight onto this Press Release from Wolverhampton Trading Standards. Consider yourself now well and truly warned warned...

Trading standards issue bogus 'charity clothing' collection warning

Released: Wednesday, September 14th, 2005

Wolverhampton City Council’s Trading Standards Division is urging residents to donate their unwanted items to known registered charities. 

Trading Standards have received details of a bogus charity collection taking place in the City within the next few days.

Householders in Penn have received flyers through their doors from a company calling themselves ‘Children’s Villages Clothing Collection’.

The leaflet appeals for donations of ‘old and unwanted clothes’ and in particular asking for: ladies, gents and children’s clothing, shoes, handbags, belts, bath, hand towels, linen and curtains, mobile phones and soft toys.
     
The leaflet states ‘you can help people in third world countries, spared clothes will be carefully sorted and worn again’.

The flyers give the misleading impression that the items are being collected for charitable purposes; it does not give any address or contact details in relation to the collection.

The registered charity SOS Children’s Villages UK, which provides Children’s Villages for around 50,000 children in over 125 countries, has confirmed that the collection is NOT taking place on their behalf.

Litter blitz as louts are fined
Over 1,000 letters have been issued to litter louts in Wyre Forest warning them they face fines of up to £2,500. One woman has already been fined in the crackdown.

The woman, a passenger in a car, was hit by a £50 penalty for dropping litter out of a window of the vehicle in Stourport.

Council bosses are looking to issue another penalty after catching a second litterbug in the act.

Litter spotters have been patrolling and have been targeting people dropping rubbish in the streets or out of car windows.

Number plates are also recorded to trace drivers and if there is enough evidence the council is warning it will prosecute again.

Also being targeted are dog owners who let their pets foul without cleaning it up.

If a case is pursued through the courts, the fines can rise as high as £2,500 for people who drop litter and £1,000 for dog owners.

The officers have also sent letters to parents of children seen throwing litter. Other litter grotspots have been caused by flyposting and flytipping - and council officers will be watching for this.

Shops and businesses have been sent letters warning them of their responsibilities about cleaning up areas near their premises.

Action Goup AGM...
Local residents from across Kidderminster's Offmore and Comberton Ward are being invited to have their say on future quality of life in the area at next week's Annual General Meeting of the Offmore Comberton Action Group.
 
The Action Group which brings together local residents, councillors, churches, police, neignbourhood wardens, businesses and organisations led the highly successful fight to tackle anti-social behaviour in the Comberton area and took the lead in developing the Borring Park facilities and play area.
 
The meeting is a major opportunity for local residents to have their say on quality of life issues, facilies and public saftery and law and order issues in the area. It is also an opportunity for local people to get involved on the Committee.
 
A major feature of this AGM will be the presentation of plans for the gree at the back of St. Chad's Church.
 
The Annual General Meeting takes place at St. Chad's Church Hall on Burcher Green at 7.30pm on Tuesday 11th October. All local residents are welcome.

Finding "the hub"!

The Express & Star today helpfully announces the launching by the County Council of a new web site for the "Worcestershire Hub" where you can find out all about everything to do with Council services.

Alas they direct their readers to www.worcestershire.whub.org.uk which won't get you anywhere. Our tip is simple - try www.whub.org.uk instead!

You'd think that the first perquisite for an information service would be to advertise its address correctly but this is the County Council we are talking about here!

Bus victory welcome!
A partial back down by First Bus in the face of public opposition to cuts in bus services to the east of Kidderminster earlier this month has been welcomed by local Councillors.
 
Cllr Fran Oborski said today that she was "absolutely delighted that First Bus have agreed to restore the 'town centre loop' to the number 2 service from Offmore, Comberton and Spennells from November 28nd so that the buses will once again drop off and pick up at the Town Hall and near Morrisons. This will make life a lot easier for many pensioners and mums with small children who want to shop in town and will restore the bus link to Kidderminster College from this side of town. In order to achieve the change the service will go from every 20 minutes to every 30 minutes but at least the buses will take people where they want to go!"
 
Cllr Mrs Oborski, who is a member of the County Council team investigating the quality of bus services across the County, said "we intend to continue the campaign to get the service fully restored at the other end so that buses serve the whole of the Comberton Estate and so that Offmore residents can once again get by bus to the Comberton Post Office."
 
"This partial back down and the restoration of town centre access by First Bus is a victory for common sense! Now we need them to back down on the rest of the cuts as well!"
