Fire officers pour water on budget

FUMING fire officers have reluctantly passed a new budget after having their old one capped by the Government.

Hereford and Worcester Fire Authority will now have £25m to spend in 2004/05.

That is £1.5m less to spend than it had originally thought - £1m pounds comes from the capping, with another £500,000 lost on administration costs for rebilling council tax payers.

The cuts will have an impact on training, modernisation plans and property maintenance.

Speaking at a special meeting at County Hall, Worcester, yesterday, chief officer David O'Dwyer said lives could even be put at risk as the authority was forced to keep ageing vehicles, which could break down, and had to cut back on fire safety talks to the public.

He slammed the capping as being "based on ignorance, spite or prejudice, or all three".

He added: "We still feel the proposed budget was the right budget.

"We are not a high spending authority and never have been. There are five other authorities who spent more than we did.

"These cuts will make it very difficult to implement the services we wish. What really hurts is the grotesque waste of money in rebilling everyone. We feel the budget has been played, like in a casino. Heads you win, tales you lose. Well, we have damn well lost."

The fire authority will also have to send out new council tax bills to save the equivalent of £3.73 a year for a Band D property - or one pence a day.

The Government vote also confirmed Herefordshire Council will have £253,000 cut from its £175.5m spending plans.

The saving amounts to 0.1 per cent of the council's annual budget - or around £3.80 a year off a Band D Council Tax bill.

Schools - the big questions in Greenhill...

“The decision to scrap Middle and First Schools and go “two tier” in Wyre Forest — pushed through by Tory and Labour Cabinet members at County Hall — is going to mean total chaos” report County Cllrs Fran & Mike Oborski. Among the many questions to which there are simply no answers so far are:-

THE BIG QUESTIONS!

Where exactly will children from the Lea Street area go to school? At the moment we have NO idea!!!

Will King Charles High School stay where it is or will it move to the Comberton Middle School site?

When King Charles is cut from 270 to 168 a year how will its catchment area be changed, which area will be stopped from going there and where will they go? Will St Georges CE Primary pupils go there or not?

Will the cut in numbers leave King Charles with a viable 6th Form?

What will happen to the Sladen Middle School site?

Will Stourminster School have to move?

If the number of children allowed into Offmore is cut from 60 to 45 where will the children from the Greenhill side of Birmingham Road go?

If they have to go to St Georges then will that shunt another area from St Georges round to St Marys?

With two extra year groups will they improve access to St Georges?

Meanwhile, what will be the impact of having to switch to mixed age group classes at Offmore?

Why don’t the number of Nursery places add up?

The changes are suppose to happen in 2007.

Anti Social Behaviour Zone working well...

The Police action which has zoned the George St / Cherry Orchard / Offmore Road / East Street area as a “restricted zone” seems to be working well in cutting anti social behaviour in the area. We believe it should be made permanent. What do YOU think?

Proposed road improvements proposed under Safe Routes to Schools initiative…

A number of proposed road works will go to public consultation in the Autumn and if all goes well work will be carried out before Christmas:-

...Birmingham Road — Pelican Crossing and new lay-by by St Ambrose Church

...Relining of kerb at Leswell Lane / Coventry Street junction.

Hurcott Village…

We are still chasing up County Highways to get the road surface sorted and “the triangle” properly edged and cleared so that residents can maintain it.

Filling Station Sites…

As yet there are no planning applications in for either the former Land Oak Garage site or the former BP Garage on Comberton Hill. The Land Oak site is likely to go for residential development and the Comberton Hill site for mixed retail and residential use.

St George’s Park Upgrade…

Some consultation has already taken place with youngsters at St.George’s First School. There will be further public consultation and consultation with children at St Ambrose Primary to help decide what facilities should be provided. Work should be completed before the Spring.

The Coventry Street and Worcester Road islands...

...are to be resurfaced during August.

Phone Mast yet again...

Vodaphone's agent has notified the Council of the planned installation of a 12m monopole mast on the Greenhill Industrial Estate. This is legally permitted development, although the Planning Authority may determine whether prior approval is necessary for the siting and appearance of this object. We will keep you informed of developments.

When King Charles is cut from 270 to 168 a year how will its catchment area be changed? Will any pupils from Broadwaters (including the top of Hurcott Road) be able to go there or will everyone from this area HAVE to go to Wolverley?

Will the cut in numbers leave any of the High Schools with viable 6th Forms?

What will happen to the Sladen and Sion Hill Middle School sites?

Will Stourminster School have to move?

If the number of children allowed into Offmore is cut from 60 to 45 a year who will be stopped from going there and where will they go? Will areas that now go to Offmore have to go to St Georges and will that mean that some areas now going to St Georges will have to go to St Marys?

Why don’t the number of Nursery places add up?

Why won’t there be a nursery for every child likely to enter the school at St Oswalds?

The changes are supposed to take place in 2007 but now we are told any High School rebuild may not be finished till 2010.

Road improvements proposed under Safe Routes to Schools initiative…

A number of proposed road works will go to public consultation in the Autumn and if all goes well work will be carried out before Christmas:-

...Sion Hill near top junction with Upton Road — Zebra Crossing with guard rail.

...Stourbridge Road — pedestrian refuge near Eurasia Take-Away and improved markings at Hurcott Road junction.The Peacock…

It looks as though The Peacock will remain closed for some considerable time. As it is a “listed building” it has to be maintained.

Windsor Drive / Larkhill Garage Site...

Redevelopment by Wyre Forest Community Housing to create 50 two and three bedroomed houses will start within the next 18 months.

Hurcott Village…

We are still chasing up County Highways to get the road surface sorted and “the triangle” properly edged and cleared so that residents can maintain it.

Polling Station Problems…

Residents in the Waterside Grange / Stoney Lane area tell us they had problems trying to park to go and vote at the Salvation Army Hall in Jerusalem Walk. We have asked Council Officers to look for a more convenient alternative for future elections.

Springfield Park Upgrade…

The Council intends to hold a ‘Public Consultation Day within the next few weeks — probably at St Oswald’s Church Hall. Work on the Park will be carried out over the Winter ready for a Spring re-launch. Tenants on the Broadwaters Estate have asked for a Play Area for younger children near the top of the “zig zag”. Wyre Forest Community Housing are being asked to help.

St George’s Park Upgrade…

The Lakes Estate…

Wyre Forest Community Housing will be setting up an Officer Group to look at the future of The Lakes High Rise and Maisonettes. We will keep tenants informed.

Combined Fire Authority Meeting...

Well, we didn't have any choice. As we have been capped by the Government we had to make £1.5 million cuts. What is really infuriating is that nearly £0.5 million is to send out new Council Tax Bills to every household in Hereford & Worcestershire! At the end of it we are throwing away half a million pounds on rebilling, cutting the fire service budget by a desperately need one and a half million pounds a year so that a Band D Council tax payer will be 1p a day better off!

Chairman, I missed the original Budget fixing meeting but I want to make it clear that had I been there I WOULD have voted for the budget. I would have voted for the budget because it was the right budget for the Authority, the Service and the Community.

I have been a Councillor since 1973. I thought I had seen everything but I have never seen anything like this. Have we done something wicked? Have we been reckless with public money? No of course not!

We are simply a small easy target. It is easy for a Government Minister to pick on us to make a point without the political risks of taking on a big local authority. The way we have been treated - the way this service has been treated - is a public scandal!

There's nothing happening here...

Another happy day at County Hall...

10.00am - We say prayers, declare 'interests', not one single resident of the County of Worcestershire wanted to indulge in 'public participation, we approve the minutes of the previous meeting, a lady tells us all about the excellent Royal United Kingdom Beneficent Association, and the Chairman tells us who got what locally in the Honours List.

10.15am - We receive 'Reports' from Cabinet Members - colleagues ask worthy questions and receive duly bland replies - the latter at great length.

11.10am - Question time covers high school places in Malvern, Councillors remuneration, Council Accounts, parking near schools blocking drives, music tuition and "Skills On Show". All are met with an appropriate platitude.

11.35am - Report of Independent Panel on Councillors Remuneration - doesn't change anything at the moment - so why does it generate so much discussion?

11.58am - Report on Scrutiny Exercise on Cancelled Hospital Operations. Totally outside our control of course but good report with clear recommendations. It will be interesting to see if any of them are taken up.

12.28pm - Formally approve Accounts for year ending 31st March 2004.

12.31pm - Questions (yes, more questions but only questions) on matters already decided by Cabinet notably Wyre Forest Review of Schools, Review of Special Education in Worcestershire. The latter drifts off into regretting unfavourable press coverage and self congratulations. Much also on waste disposal and corporate parenting. Do we know much more at the end of it? Not really!

1.03pm - Report on Annual Meeting of West Mercia Police Authority.

1.04pm - How many angels can dance on a pin head type of debate on the way in which Cabinet Members should report to Council and face questions.

1.29pm It's over.

Have we improved life for anyone in Worcestershire through our combined efforts this morning? No, of course not. We've asked questions. We haven't done anything!

Describe the Meeting in three words. Mindless, tedious, irrelevant!

High points of the Meeting? (1) The Scrutiny Report on Cancelled Operations. (2) 1.29pm!

Low points of the Meeting? 10am - 1.29pm with the exception of the 30 minutes on Cancelled Operations!

Unfortunate remark of the day? Cllr June Longmuir announcing that Cllr Webb "has got me by the short and curlies"!

Catch phrases and jargon of the day? "roll out", "modal shift", "officer speak", "draw down" and "in the round"!

Mayor Siri is `thrilled' to enter history books

THE new mayor of Kidderminster has said she is "absolutely thrilled" to have taken up the post and has pledged to raise vital cash for charities which help people with incurable illnesses.

Siri Hayward, a member of Wyre Forest District Council, said she would use her term to raise awareness and cash for Kemp Hospice and the new Alzheimer's Society centre, in Kidderminster.

The Liberal Party councillor took up the post at a ceremony last Thursday and said it would be a "great honour" to carry out her civic duties.

Of Kemp Hospice, which cares for terminally ill people and is in the process of moving to a new base in Mason Road, Kidderminster, she said: "They have a lot of bills to pay so they need more help than ever. Kemp Hospice offers a complete package and helps make an unbearable situation bearable."

The new Alzheimer's Society centre, in New Road, was a vital asset for offering support to carers and people affected by the disease and needs the public's support, Mrs Hayward added.

"They do sterling work. It is so important because it is a terrible strain to have a loved one develop Alzheimer's Disease and the carers also need moral support. It is valuable so carers can get on with their lives."

Mrs Hayward, who is a theatre sister at Kidderminster Hospital, said: "It is a great honour to be part of the civic tradition of Kidderminster and I am really thrilled that, in this town, the role of mayor is apolitical.

"It is a once in a lifetime situation that I am very excited about."

Mrs Hayward, who lives in Granville Crest and has two grown-up children, Paul and Emma - will be accompanied on civic duties by her husband, Mel, as consort.

New mayor launches into busy year

The Kidderminster Chronicle reports...

A nurse who is a mother-of-two has been named as the new Mayor of Kidderminster.

Siriol Hayward
Liberal councillor Siriol Hayward has been chosen as the town's civic head after serving on the council for eight years.

She is a mother of two and works as a nurse at Kidderminster Hospital.

She said she was looking forward to her 12 months in office and supporting her two chosen charities - the Kemp Hospice and the Wyre Forest branch of the Alzheimers Society.

She said: "I was at the opening of the Alzheimers Society and I just thought they were really nice people who need all the help they can get."

Councillor Hayward's civic responsibilities started at the weekend when she attended a service at St Mary and All Saints Church.

On Monday she opened a block of flats in Oldnall Road.

Turning the tables on Nigeria's e-mail conmen
 

Mike is a "scambaiter," dedicated to fighting back against those who send out the notorious 419 e-mails, promising untold wealth to anyone gullible or naive enough to disclose their bank details.

Mike asked us not to use his full name because he's dealing with some heavy cross-border criminals.

Those who fall for the 419 cons are hoping for millions
His group of volunteers at 419eater.com use their computer skills to fool the scammers, to disrupt their crimes, and to have some fun at the scammer's expense.

Every day, millions of people get e-mails like this:

    Dear Sir/ Madam,

    I am fine today and how are you? I hope this letter will find you in the best of health. I am Prince Joe Eboh, the Chairman of the "Contract Award Committee", of the "Niger Delta Development Commission (NDDC)", a subsidiary of the Nigerian National Petroleum Corporation (NNPC).

    NDDC was set up by the late Head of State, General Sani Abacha who died on 18th June 1998, to manage the excess revenue accruing from the sales of Petroleum and its allied products as a domestic increase in the petroleum products to develop the communities in the Niger Delta Oil producing areas. The estimated annual revenue for 1999 was $45 Billion US Dollars...

And of course, if you were only willing to help the writer siphon some of it off, a few of those many millions could be yours.

Police estimate that every year, US citizens alone are conned out of some $200m.

Painted breast

Mike told me how he baited the writer of the e-mail above, Prince Joe Eboh.

"I'm sure he's not a prince at all," Mike says. "He contacted me with a standard 419 [so-called after a section of Nigeria's legal code] scam.

"I tried to turn it round by saying I worked for a church and we couldn't do any business with people who are not of our faith."

Mike sent a response in the name of Father Hector Barnett of the Church of the Painted Breast.

    Dear Sir,

    I would dearly love to help you. If you ever decide to join our faith then of course I could help you both with my experience and financial support. I wish you well in your endeavour my brother.

"Now I knew the guy would write back and say: 'Well, can I join your faith?' and indeed he did," says Mike.

    Dear Father Hector,

    If joining your faith is what it takes to help me of course, I am ready to join you. I'm from a good Christian family. I will do anything you want me to do in the faith. Don't forget that I have to transfer the money to your account as urgently as possible. Send me your account details. I hope to read your mail soon.

    Dear Joe,

    Our ministry was founded in 1774 by a wonderful lady by the name of Betsy Carrington. She spent many of her first preaching years in Kenya, spreading the holy gospel amongst the local people there. She was the first person male or female to promote Christian texts and beliefs to the Masai warrior tribe.

    The most famous account is when as a test she had to remove the top part of her clothes and paint the top half of her body and breast with the red Masai war-paint as a gesture of faith and belief to them so that they would accept her and trust her. She was almost immediately accepted by them and was one of the most trusted westerners known at that time.

    As a qualification to enter the Holy Church of The Order of The Red Breast, all followers must go through the initiation procedure that Miss Carrington made so famous. I have attached a photograph of four of our young inductees going through the procedure.

'Processing fees'

Using image software, Mike made up an "initiation" picture. And Prince Joe duly carried out the induction and e-mailed back a photo of himself in the properly sanctified state.

    Dear Brother Hector,

    I want to thank the Almighty God himself for the opportunity I have to be a member of this great church The Holy Church Of The Painted Breast. I'm looking forward to establishing a branch of the Church here. But I'll like us to finish everything about the business proposal, which I sent to you earlier...

"He then tried to hit me for $18,000 for processing fees for transferring millions," Mike says.

He wrote back as Father Hector, saying that the church had plenty of money, but there was a withdrawal fee of $80.

"I persuaded him to send me the $80, which he did, inside a birthday card, by courier," Mike says.

However, former Scotland Yard fraud officer Tom Craig says that it is unprecedented for the 419 con artists to part with any money - he suggests the notes may have been forged.

Mike says that any money they get from these reverse stings to a children's charity in the north of England.

Exporting snow

Father Hector of the Church of the Painted Breast then entered a troubling period of religious uncertainty.

    Dear Joe,

    This is your good friend Hector Barnett. Please do not be alarmed that I am contacting you from a different e-mail address. I will explain what has happened.

    I have been troubled recently after the death of a dear friend of mine, Minnie Mowse. She was a very, very dear friend indeed, and her death affected me greatly and started to make me question my faith. I have decided to leave the church and join a travelling circus.

    I have already made two very good friends, and tomorrow I will be starting my circus training with them...

Prince Joe then began receiving e-mails from another "Reverend" of the Church of the Painted Breast worried about the disappearance of Father Hector and $18,000 from church funds.

Joe already knew from Hector's increasingly eccentric e-mails that he had put the money into a business exporting snow to Siberia.

Lottery winnings

Despite that, Prince Joe still hasn't given up, even though he's $80 down. The e-mail exchange between the probably fake prince and the obviously fake church continues.

At the same time, the scambaiters are running several other such stings.

I asked Mike why these people who are themselves scammers can't spot an obvious scam.

"I think it operates in much the same way as it does with real victims. Greed clouds their judgement. The guy obviously thought he was going to get $18,000 so easily, he was blinded by his own greed.

"Which is what happens to those who fall for the 419 scams; they just see all these millions."

This would all be funny if it wasn't for the millions of dollars being stolen and probably put into drugs or other criminal activities.

Mike and his friends send all their e-mail exchanges to the police in the UK, Nigeria and to the FBI - he says they've had no response. And even warning the victims does no good. Most of them don't want to believe they're being scammed.

The latest e-mail scam concerns lottery winnings you didn't know you had.

If you're tempted, just remember Prince Joe who's still sending e-mails saying he's sticking to his promise and saying the daily prayer: "When all above seems a great test, Get on down with the Holy Red Breast."

    Dear Father,

    When I said the prayer this morning, something like a fountain went down my system making me to feel strong & happy. I have spent money to process all the necessary documents for the transfer of this fund. What remains now is the registration of your name as the contractor who executed the contract.

Traffic problems on Farfield. We need to see the promised traffic calming and we then need a full review of where we go next.

The state of Offmore Lane — we just want it cleaned and cleared regularly! Is that too much to ask?

That growing hole in the fence on Comberton Road (near the end of Comberton Park Road). County Highways promised to fix it why can’t they just do it!

Unanswered Questions...

From an Offmore & Comberton perspective...

“The decision to scrap Middle and First Schools and go “two tier” in Wyre Forest — pushed through by Tory and Labour Cabinet members at County Hall — is going to mean total chaos” reports County Cllr Mike Oborski. Among the many questions to which there are simply no answers so far are:-

Will King Charles High School stay where it is or will it move to the Comberton site?

If King Charles moves what will happen to the present site?

When King Charles is cut from 270 to 168 a year how will its catchment area be changed, which area will be stopped from going there and where exactly will they go?

Will the cut in numbers leave King Charles with a viable 6th Form?

Will Stourminster School have to move?

Where exactly will children from the Stone and Lea Street areas go to school?

If the number of children allowed into Offmore is cut from 60 to 45 a year who will be stopped from going there and where will they go?

What will be the impact of having to switch to mixed age group classes at Offmore?

Why don’t the number of Nursery places add up?

The changes are supposed to take place in 2007 but now we are told any High School rebuild may not be finished till 2010.

Offmore Comberton Action Group...

OCAG AGM took place tonight with everyone in very upbeat mood following the opening of Borrington Road Park. Cllr Mike Oborski continues as Chairman with Rev hugh Burton as Vice-Chairman, Dave Underhill as Secretary and Keith Budden as Treasurer. Rose Bishop (Chairman of Comberton TCC) and Margaret Gregory (Chairman of Offmore TCC) join the Committee.

It doesn't get any better than this...

Not so long ago life on the centre of Comberton was Hell!

Well, we launched the Offmore Comberton Action Group.

Everyone worked together.

We used "stick" to secure five Anti Social Behaviour Orders.

We worked together to raise £200,000 in funding to create the "carrot".

Today saw the opening of Borrington Road Park with play area, multi use ball court, skateboard park, leisure area and dog walking area.

It was a great day with hordes of young people putting the facilities through their paces, families enjoying the fun and elderly residents relaxing in the sun.

A big, big thanks to Peter Banford and Peter Minton from Wyre Forest Community Housing who are the real heroes!

Thanks also to local MP Richard Taylor, District Council Chairman Cllr John Simmonds, Kidderminster Mayor Siri Hayward and all the Council members, Council and Housing Company Officers and OCAG Committee members who turned out to join us.

It was actually really great to welcome so called "political opponents" from across the District who gave up their time today to come over and support an Offmore and Comberton community project. We appreciate it!

As a local Councillor this is what it is really about. It doesn't get any better than this!

Fire Service Capping...
 
I received this today via e-mail...
 
Dear Councillor Mike Oborski

I am writing this open letter to you in respect of your membership of Hereford and Worcester Combined Fire Authority (CFA).

As a member of the CFA you have a statutory duty to ensure a best value efficient and effective fire service (a proper fire service). This includes providing resources that are adequate to provide a proper fire service, but not excessive.

I understand that you are very likely to be ordered by central government to reduce your 2004/5 budget by £1million and that this requires council tax demands to be re-issued. I further understand that the administrative cost of implementing this change would be £450,000.

If you agree to go ahead with this demand then you have no choice but to resign.

This is because either: -

a) the original budget was more than that required to provide a proper fire service and would have resulted in council tax payers being overcharged, or b) the original budget was correct and you would be putting lives and property at risk because the new budget is less than the amount required to provide a proper fire service.

May I suggest that if your skills as a politician are insufficient to persuade central government to rescind this demand to deliberately waste £450,000, then you should preserve your dignity and good name by resigning BEFORE agreeing to the demand.

Thank you for your e-mail. I fully understand the issues you raise.
 
I am totally convinced that the original budget was correct.
 
It would be very nice and comfortable to take the easy way out and resign if the Government cannot be so convinced.
 
However I would make the following points:-
 
1. If I cannot convince central government it is not necessarily because my "skills" are "insufficient" - it may also be because central government are simply not prepared to listen to anyone!
 
2. If I, as an elected member, am not here to participate in the decision making process who do you want to do it - an appointee and lackey of central government.
 
3. You are asking me to desert a service about which I care passionately. Who is supposed to defend the service and its staff if we do not?
