OAP Car parking saga... 

The Express & Star reports it like this...

Council blasted on OAP parking

Wyre Forest District Council has been completely thoughtless in its treatment of elderly motorists, according to the leader of the local liberal group.

Councillor Fran Oborski claims OAP car park season ticket holders can use the upper floors of Kidderminster's Swan Centre Multi-Storey Car Park until the end of 2004.

But these floors are currently closed for refurbishment and Councillor Oborski said there were less spaces than ever for elderly motorists.

"The only places in the centre of Kidderminster where OAPs can use their season tickets are now Bromsgrove Street, New Road, the few places by the college and Castle Road by the fire station."

"None of those are of any use whatsoever to OAPs wishing to shop at Weavers Wharf or the Swan Centre.

"The council's health concern cabinet member needs to get his act together and actually do something," she added.

But Councillor Brian Glass, portfolio holder for community health and safety, said the council was reviewing all of its car parking provision.

Council leader Howard Martin confirmed that the Swan Centre car park was privately owned and said that the loss of parking constituted under five per cent of the town's total provision.

"There are still about 4,000 spaces in the centre and a couple of hundred have been lost in the Swan Centre, which is less than five per cent."

He added that it was worth remembering that the cost of parking for elderly people was very competitive.

Of course the Health Concern response completely misses the point. If you scroll down the page you'll find Fran's original press release in full.

She is not talking about the impact on the overall number of car parking places in town important though that is.

Fran is talking about the fact that the loss of the Swan Centre OAP Season Ticket places makes it virtually impossible for OAP Season Ticket holders to access the Swan Centre and Weaver's Wharf areas of town.

That is the point that Health Concern are missing.

Please note that in brushing off the issue Health Concern are not even offering to consider let alone do anything about the immediate problem for OAPS. It will all get lost down the road in the general review!

So the Health Concern Council Administration held the Bewdley leg of their Budget Consultation Meetings tonight. Public turn  out was one sixth of the Kidderminster turn out. One person turned up!

Rotten deal for OAP Season Ticket Holders...             

Fran is really worked up about the Council's treatment of OAP Car Park Season Ticket Holders and quite right too! Here is what she has issued in a  press release today...

Wyre Forest District Council has been totally incompetent and completely thoughtless and uncaring in its treatment of elderly motorists” Liberal Group Leader Cllr Fran Oborski claimed today.

"Meetings will hear tax views", not exactly!               

Well what exactly do you think YOU were playing at? Why weren't YOU at the Public Meetings to discuss the Council Budget?

Come on, YOU saw the huge posters and the massive press adverts!

Well actually you didn't as there weren't any!

A pitiful little article buried on page 5 of Health Concern's dutifuly loyal "Kidderminster Shuttle" quoted Health Concern Council Leader Howard Martin "We want as many local people as possible to attend these meetings to question us on our proposals and give their response...".

"This" he proclaimed "is an opportunity for the public to make a positive contribution to the debate and I am looking forward to giving close analysis to the comments received so that all views are taken into account before the final decisions are taken..."

Actually it shouldn't take him too long. Only six members of the public turned up at the Kidderminster Meeting!

So, that's democracy and public consultation Health Concern style then?

Moving On...                                                                     

I have hesitated before posting anything about Health Concern Cllr. Dr. Reg Johnstone's decision to leave the area. The last issue of the Kidderminster Shuttle carried the story at great length.

Reg has won enormous respect on the Council as one of Health Concern's finest spokesmen on Hospital issues -  intelligent, passionate and convincing. He is also a super guy.

So why do I feel enormously depressed about the nature of his going?

Simply, it comes down to this. Everything he says about the Hospital and its services is absolutely convincing. However, it would have been nice if, as a Councillor, he had found just a few words to say about the struggles of the District Council, its Officers and Members to provide decent services across the board for Wyre Forest.

That doesn't seem to have been in his head. Maybe that is what is wrong with Health Concern.

Council Leader Howard Martin said the authority had found alternative sites for the traders, but none that were suitable.

Hang on a moment. How exactly can something that is not suitable actually be an alternative?

Council's recycling costs 'out of control'

Wyre Forest's spending is spiralling out of control as the district council loses its grip on recycling costs and will affect other services, it is claimed.

Liberal group leader Fran Oborski said the Health Concern-controlled council was spending too much on recycling.

She added: "The council now faces a £100,000 recycling overspend in the current financial year, rising to an extra £271,000 next year, with massive consequences for other services."

The council launched its kerbside recycling scheme in September, switching from a weekly to a fortnightly emptying of wheelie bins.

Councillor Oborski said that important as recycling was, there were other important priorities such as additional street cleaning, extra support for pensioners' taxi tokens, and better facilities for young people.

She said: "Because of a poor grant settlement from central government and the requirement to deliver a balanced budget over three years, we are left with only £750,000 to spend over three years to improve other council services."

But council leader Howard Martin said Health Control were well in control.

He confirmed there had been a £100,000 overspend this year, but said it was absorbable within the council budget and the 4.9 per cent increase in council spending was well within government guidelines.

Yes, and it'll turn into a £271,000 overspend next year!

Cllr Martin's response is totally irresponsible. Effectively he is saying that the overspend doesn't matter because we can find the money to cover it. The whole point is that if we use money to pay for the overspend then it can't be used for anything else. What's more if he'd kept control of the budget there wouldn't be an overspend in the first place.

Cllr Martin's administration stands condemned of financial failure and incompetence by his own words!

Parking again (or rather not parking again)...               

Well, well, well! We've been warning them for ages and here is how the Express & Star reported it last night...

Blow for the elderly in parking fee

A Kidderminster pensioner has complained of a ''crazy'' decision to implement car parking charges at the £60 million Weavers Wharf development.

Ken Crump, aged 72, of Salisbury Drive, said he is not been able to get to the new shopping complex because he can't afford it, despite paying £30 for a senior citizens parking pass.

The ticket entitles Mr Crump to unlimited parking in all Wyre Forest District Council car parks - and although the authority manages the Weavers Wharf amenity, his pass is still deemed invalid.

Chris Dalzell, managing director of the Weavers Wharf developers Highstone Estates, confirmed that the car park was privately owned.

The company was free to charge what it wanted, independently of the district council, he added.

"It is clearly signposted that season tickets are invalid on this car park and most people are aware of this," he said.

Mr Crump said he hadn't even been to the development because he couldn't face the walk from other car parks in the town.

"I paid £30 for a senior citizens car parking ticket and I can't use it - which is crazy.

"I've not been to Weavers Wharf because it simply isn't convenient for me to get there. It's a hell of a walk, particularly when you consider I'm a 72-year-old pensioner and the nearest car park is restricted to one hour," he added.

Anthony Dodge, car parking manager at Wyre Forest District Council, said that other people had complained about the situation.

"The car park is privately owned so season tickets are not valid. It is unfortunate that people can't use these tickets.

"Most people are happy with the arrangement but some have said that they were not pleased," he added.

I have to say I find that last quote difficult to swallow though!

Meanwhile there are only 70 spaces for season tickets at the Swan Centre multi-storey and they go in one years time so where exactly are OAPs suppose to park then?

Wyre Forest Recycling costs out of control...              

 

Fran just issued the following Press Release! It speaks for itself! Health Concern are messing up big time with your money...

 

WYRE FOREST RECYCLING COSTS OUT OF CONTROL...

 

“Wyre Forest Council spending is spiralling out of control as the Health Concern administration loses its grip on recycling costs”, Liberal Group Leader Cllr Fran Oborski claimed today.

 

“The Council now faces a £100,000 recycling overspend in the current financial year rising to an extra £271,000 next year with massive consequences for other services” Cllr Mrs Oborski claimed.

 

Mrs Oborski explained “£1,245,000 was allowed in the Council Budget for 2003/04 to cover the cost of refuse collection and kerbside recycling. That in itself was as increase of £73,000 on the previous year.”

”However, the Council is set to overspend that budget by £100,000 due entirely to unpredicted extra costs stemming from the introduction of kerbside recycling.“

”So the spending on refuse collection and kerbside recycling in the current year has rocketed from an estimated £1,245,000 to an actual £1,360,000.”

”Given that the kerbside recycling only started at the end of September the impact in future whole years is going to be even worse. “

Mrs Oborski said that “This time last year Health Concern Council bosses were predicting that down the line in 2004/05 the cost of refuse collection and kerbside recycling would come too £1,410,00. In the newly issued Budget Book for 2004/2005 that figure has gone up by £271,000 to a staggering £1,681,000.”

”The true cost of recycling alone is £500,000 in the current year and £1,059,000 in 2004/05.”

”Because of a poor grant settlement from central Government and the requirement to deliver a balanced budget over three years we are left with only £750,000 to spend over three years (just £250,000 a year) to improve other Council services. If Health Concern hadn’t lost control of the cost of recycling almost double that would be available to improve other local services.”

 

“Someone competent needs to get a grip on the Council Budget with out delay. Health Concern simply are not up to the job!”

 

“Important as recycling is it is not the only thing. Unless refuse collection and recycling costs are got under control we will not be able to afford the additional street cleaning and extra support for OAP taxi tokens and transport which have been highlighted by the Council’s own Scrutiny Committees. We also need to be investing in better recreational facilities for young people.”

 

“The Liberal Group are calling for prompt action to get a grip on the financial situation before it drifts further out of control.”

Lib-Dems finally go nuts!                                                

O.K., It's official! The Lib-Dems (NO NOT US! - We are real, genuine, original LIBERALS, remember?!) have gone stark staring bonkers! In just released documents it turns out that Mid-Worcestershire Lib-Dems wrote to the Boundary Commission back in October urging them to shunt Blakedown, Chaddesley, Cookley and Wolverley OUT of the Wyre Forest Parliamentary Constituency and into the Bromsgrove Parliamentary Constituency!

They are all on the fringe of Kidderminster - linked to Kidderminster and Wyre Forest for transport, local service, District Council, shopping, leisure and entertainment etc., etc.!

The Lib-Dems have lost the plot! This crackpot idea should be opposed all the way down the line! Nuts isn't the word for it!

Lawyers examine roadside car sales

Two councils are planning to step up their crackdown on people who sell cars at the roadside in the Wyre Forest district.

Lawyers from Worcestershire County Council and Wyre Forest District Council said they are determined to stop people using the kerbside as a shop window.

A scheme running for the past three years, with district council officers posting warning notices on cars on behalf of the Highways Partnership Unit, has led to an improvement, but the councils said more needs to be done to tackle the problem.

Councillor Stephen Clee, county council adviser to the cabinet member for community safety, said: "The joint working between county and district has been working, but we want to take it a step further.

"We're now reviewing the system to see if there are more effective ways of clamping down on this.

"Lawyers from both councils are looking at the situation to see what the best way forward is, using all the powers available."

Kidderminster councillor Fran Oborski said it was important that district officers carried on issuing notices during the review.

She said she feared the situation would be back at square one if the two councils did not sort out the review quickly.

In fact the County has unilaterally abandoned the joint agreement leaving everything in the lurch. A car owner challenged the County's right to act so the County backed off! Let's hope the County get it sorted fast.

Dropping down the league tables? Change the way you do the figures!                   

Since the down grading of Kidderminster Hospital the number of cancelled operations in the County has climbed steadily. We have plummeted from above halfway to second from bottom in the national league table! Trust Managers have decided that operations which are cancelled prior to the day of operation are not to be counted as cancellations! So that's sorted then!

Don't get sick at night...                                                  

The new GP contracts coming in between February 2004 and January 2005 will enable them to opt out of providing night care from 11.00pm to 8.00am. The six county primary care trusts are going to network to provide a comprehensive skill mix of nurses and ambulance paramedics with a possibility of some GP cover but that will be the exception rather than the rule. Lots of fine words can't disguise a cut in service.

The internal review is completed and recommends a return to full service provision as soon as possible. The External Review, led by the Strategic Health Authority is to be completed by the end of March but don't hold your breath!

My dictionary defines "scrutiny" as "close or minute examination" and "briefing" as "to prepare or instruct by giving a summary of relevant facts". In which case the Social Services Scrutiny Panel at County Hall should have been renamed as we got the latter rather than the former!

"Last Bus" takes on a whole new meaning...              

Plough your way through the bus timetable changes below! We just love the bit that proclaims "The last bus inward to town will be at 14.39 on Mondays to Fridays and 1639 on Saturdays" but dont worry "there will be later buses outward up to 17.41 hrs". Hang on, what happens when the locals want to go really mad, stay up late and travel into town at 2.40pm?

Off the buses...                                                                 

Lots of bus changes from 9th February. Surprise, surprise it's a cut in service!

Service 4 Offmore - Kidderminster - Habberley - Rifle Range

This new service will run hourly during the early evenings, from Offmore via Comberton Hill (for Rail Stations), Bus Station, Swan Centre, Crossley Retail Park, Hospital to Habberley Estate, then cutting across via Summerhill Avenue and Sutton Park Road to Rifle Range. It will then return via Greatfield Road and Sutton Road to the Hospital, then via Crossley Retail Park, Swan Centre, Bus Station and Comberton Hill back to Offmore.

Service 4 will replace on a reduced frequency, the journeys presently operating half-hourly in the early evenings on services 1, 8 and 10. The last bus on the 4 will leave Kidderminster at 19.26 to Habberley and Rifle Range, and at 2002 hrs to Offmore and return.

Passengers for Rifle Range will be conveyed via Habberley when travelling outward from town, and those from Habberley will be brought inward via Rifle Range.

Service 5 Wolverley - Fairfield - Kidderminster

Most buses slightly retimed, but the hourly frequency generallyretained although the following journeys on Modays to Fridays will be withdrawn:-

0708 ex-Wolverley (first bus becomes 0818); 1534 from town round trip (nearest alternatives 14.54 and 16.14 hrs).

Most buses will be re-routed to call at Crossley retail Park.

Most buses will continue to be numbered 5, but a few will be re-numbered 6. They will generally be advertised as through buses continuing beyond the Bus Station to Sion Hill (5 via Offmore Road and Greenhill, 6 via Hurcott Road).

Service 6 Sion Hill - Hurcott Road - Kidderminster

Service re-designed to maintain roughly a half hourly service, but with buses running alternatively via Greenhill / Offmore Road (service 5) and via Hurcott Road (6). The last no 6 from town over the Hurcott Road route will leave at 1518 on Mondays to Fridays and 1618 on Saturdays, but there will be later buses up to 1741 hrs on the 5 via Greenhill.

Most buses on the 5 will run as a through service beyond the Bus Station to the Swan Centre, Crossley Retail Park and on to Wolverley and Fairfield.

Service 7 Greenhill - Offmore Road - Kidderminster

Frequency reduced from 30 minutes to hourly. The last bus inward to town will be at 14.39 on Mondays to Fridays and 1639 on Saturdays, but there will be later buses outward up to 17.41 hrs. The service will be renumbered 5 as part of a through route Sion Hill - Greenhill - Bus Station - Swan Centre - Crossley Retail Park - Wolverley - Fairfield.

Service 10 Offmore - Kidderminster

Frequency reduced from 20 to 30 minutes. Also the first inward journeys on Mondays to Fridays will be 0734 and 0815 (replacing existing timings at 0717, 0800 and 0820).

The service will be re-numbered 2A and will run through to Bewdley via the Swan Centre, Crossley Retail Park and the Hospital.

Last Bus on service 2A will be at 1758 Mondays to Fridays   (1748 Saturdays) from Kidderminster to Offmore, but see new early evening service 4 above.

And it's all so simple to follow!

And School buses...                                                        

Services 877/884 Greenhill - Offmore First & Comberton Middle Schools

The morning minibuses (877 to Offmore First and 884 to both schools) will be replaced by one larger vehicle on the 884 at 0815 to both schools. Afternoon buses unchanged, but they will be numbered 884 from each school. The route number 877 will no longer be used.

Is it sensible to put the  younger kids on a bigger bus with the older children? What do YOU think?

Are we cutting waste, increasing dumping or both?    

This appeared in the Express & Star a few days ago...

Appeal for people to cut waste

People living in the Wyre Forest district are being urged to cut down on waste and reduce the amount of rubbish that weaves its way into landfill sites.

Research throughout Worcestershire shows that 37 per cent of the 546 kilograms per head of rubbish thrown away each year could be dealt with at home, through recycling banks or composting.

Councillor Alwyn Davies, the county council's cabinet member for environment and sustainability, said: "Everyone is full of good intentions as the New Year arrives so it's the ideal time to set a waste reduction resolution to keep bins as empty as possible."

Councillor Davies urged the 111,000 county households which had a kerbside recycling collection to use it, and called on more people to compost garden waste and vegetable peelings.

Old magazines could be taken to local doctors' or dentists' surgeries.

He said mothers should use cloth nappies for their babies - because one child using disposable nappies accounted for 50 per cent of bin contents each week.

Now in broad terms I can only agree with the article even if I am not sure about every point Cllr Davies makes. Let's agree he's on the right track.

My problem is that this comes hard on the heels of the new recycling scheme for refuse collection in Wyre Forest. Don't get me wrong I'm all in favour of regular kerbside recycling even if it hasn't been too well thought out (are these "boxes" really the best we can do?). However, I really do wish we had kept the weekly wheelie bin collection for the rest of the rubbish that cannot be recycled instead of switching to a fortnightly collection.

Where is stuff going? How much more is really being recycled? How much is "going to the tip"? How much is being illegally dumped? How is the change in the balance of costs, manpower, energy and transport actually working out? We need to know what sort of difference we are making if we are to know if it really worthwhile or just a pretence.

Finally, we are not only being told that we have to recycle. We are also being told that we must reduce waste. Yes, of course we must do what we can but what is the government doing - by encouraging or penalising manufacturers and suppliers - to actually reduce the amount of eventual waste coming into our homes in the first place?

So far it just doesn't all add up!

Swan Centre car park...                                                  

Swan Centre Car Park is about to get long needed upgrade BUT Kidderminster Shuttle reports...

..."During the refit all season tickets will be suspended. Once work is completed in July only 70 season tickets will be issued annually until 2008, she added.

The cost of parking on the higher floors, where long stay tickets were available for £1.95 pre-Christmas, has already been brought into line with the lower floors and has gone up to £3.

But parking prices will be reviewed on completion of the work and the cost of long-stay parking will go up "substantially" to at least be in line with nearby Weavers Wharf"...

Are the Council geared up to deal with the consequences of this in terms of demand for season tickets etc.. I doubt it!

Elected for Greenhill but Councillor decides that “Broadwaters Matters”...                  

 

Cllr Hinton who was elected as a Health Concern Councillor in Greenhill has now put out a Conservative “Broadwaters Matters” leaflet in Broadwaters declaring “I have grasped the opportunity of seeking election in my own ward — Broadwaters”! So why did he stand in Greenhill in the first place and as he is still, for the next six months, actually a Councillor in Greenhill wouldn’t it have been nice if he had actually thought to tell Greenhill residents what he is playing at? Fortunately the Liberal Team are still there working for Greenhill all the year  round!
